抄録

This paper focuses on the Board of Trustees, the highest decision-making body of Mongolian universities, aiming to clarify the institutions related to universities in Mongolia and the problems associated therewith, while considering the authority allocation among the organizations. Until the 1990s, Mongolia was an extremely authoritarian regime, but under the democracy under the educational law of 1995, the higher education law, freedom and autonomy were commissioned from the state. Also, stakeholders and founders other than students are also incorporated as university members as university directors, and university autonomy seems to be officially realized. However, problems are apparent. By the majority of the founder's representatives, decisions on the research and education of academic councils and academic councils composed of teachers are in fact rejected on the board of Trustees directors in many cases, and academic freedom is restricted by fear, and there is criticism against the current Board of Trustees in general. As a democratic university administrative operation in Mongolia, it is thought that it would be desirable for more diverse people to be members of the Board of Trustees, but we should also look at the accompanying problems. As a future task, in order to understand the overall picture of the university administration system, it is necessary to consider other laws related to universities, rules within the university, and then actual situation.
