Abstract

We attempt to review previous efforts and psychological research on scams in Japan and to compare them to those in the U.S. Scams have been a big social problem since the early 2000s, but not many effective solutions have been discovered. It is essential to consider the psychological mechanism of the deception when we take measures to counter scams, in addition to the development of legal systems and forewarning activities. However, there is not adequate psychological research on scams, although there are some studies targeted for elderly people, who are thought to be vulnerable to scams. Furthermore, there is little opportunity to obtain real data on scams in Japan. In the U.S., however, extensive research has been conducted wherein researchers collaborate with organizations such as law enforcement agencies or NPOs; additionally, the Financial Fraud Research Center has been established for fighting scams. Therefore, following three approaches should be effective in Japan: (1)encourage large-scale research collaborating with law enforcement agencies, non-profit organizations, or private companies, (2)introduce scientific verifications of current measures against scams, (3)consider the decline in the cognitive functions of elderly people when conducting research. We strongly expect an increase in research and scam countermeasures if these approaches are adopted
