The Basic Act on Ocean Policy was adopted on 20 July 2007 ("Marine Day" in Japan). Article 26 (Conservation of Remote Islands, etc.) was a historical landmark in that, for the first time, it includes remote island issues in perpetual law. Since then, island related legislation has developed rapidly. This paper will clarify and analyze the development and significance of remote island related legislation since the Basic Act on Ocean Policy in relation to international trends of ocean management policies. The purpose of this legislation is to explore another "Regime of Islands" which was not addressed by the United Nations Convention on the Law of the Sea (UNCLOS).
