抄録

The purpose of this paper is to clarify the characteristics of the Japanese policy of lifelong sports, which is part of lifelong education based on the theory of rights of social education, through the analysis of relevant policies about lifelong sport in Japan. At first, based on the leading researches and relative laws, I concluded two common characters about theory of social education rights. Those are freedom of learning and democratic social rights. Because the sport is included in social education, it is imperative that the state must take responsibility for all, and at least not to achieve sufficient assurance at that time, but at least in that direction. However, in fact the state did not take its responsibility so far. On the one hand, the state has been releasing the national responsibility step by step through leading in the Neo-liberalism. Firstly, there is no social rights on sport to be build in 1972 through the lifelong sport policy even the government advocated the lifelong policy. So, without the social rights it is easier to lead Neo-liberalism to sport field. Secondly, due to the economic downturn and financial crisis, the government abandoned the policy of"welfare state", and established the direction of Neo-liberalism lifelong sport policy through the related policy from mid-70. Moreover, the state made some new Neo-liberalism law which is about extending the private subject, private capital and so on to reduce the administration costs after the policy-making. Therefore, more and more public sport service is authorized to the Non-Profit Organization, general private organization or company. Accordingly, more and more people cannot access the sport in daily life even though they desire. On the other hand, the state strengthens the leading power on lifelong sport. For example, it use the subsidies to control the district administration, and extended the political conference through modified the related law. Through these methods, they control the direction of policy and trend of development tightly. It is real difficult to achieve democratic rights. Through the consideration of the above, it is clear that we have to review the sport administration to achieve the true lifelong sport in the future.
