研究の概要(和文)：東京都多摩地域の30市町村では、東日本大震災の教訓から減災に向けた住民参加・協働による防災計画等の見直しにより地震災害等に備えた防災活動が行政と地域住民、学校、地元の企業などとの連携等で積極的に行われている。 本研究は、2015年に多摩地域30市町村の防災担当部署へのアンケート調査から、住民参加・協働による地域の防災活動の実態とその評価及び今後の課題等を探ることを目的とした。 調査の結果、多摩地域の各市町村では災害発生時に住民が公助に頼るのではなく、住民が自分たちのまちは自分たちで守る自助・共助の防災意識を育む防災教育や防災意識の啓発活動を推進しており、行政と住民等が協働・連携して今後想定される自然災害に備えていた。しかし、多摩地域にも少子高齢化の波が押し寄せてきており、自治体によっては、避難訓練等への参加者の減少や、防災コミュニティを担う若い人材の不足などから、防災訓練等の活動にも支障が生じている。このため被災時の住民同士の共助による救援や災害弱者への対応にも限界があることから、平常時から行政の防災コミュニティへの支援が課題であることが分かった。

研究の概要(英文)：Strenuous disaster prevention activities have been carried out by the collaboration of the local government, the residents, schools, and the parties concerned based on the lessens leaned from the Great East Japan Earthquake in Tama area, Tokyo. This study is to identify the present condition of the disaster prevention plans and to investigate the future tasks through the inquiry such as a questionnaire survey to municipality of 30 cities, all together in Tama area as of 2015. As a result, it turned out that they have promoted disaster prevention education to nurture the spirit of both self-help and mutual-aid instead of just relying on the public assistance. The local administrative organs and their residents have been cooperating to prepare for future natural disasters assumed. However the Tama area is also facing a declining birth rate and an aging population. It means that this area has far too few young productive people supporting the disaster prevention communities and the number of people participating in evacuation drills held by local governments is on the decrease. Every local government has trouble keeping regular disaster prevention activities such as a disaster prevention practice. Once a natural disaster occurs, it is obvious that the mutual-aid by residents and the support the weak are limited. In conclusion, it is found that the local administrative organs’ help to the community is indispensable even in daily life. This is definitely a central problem confronting the Tama area.
