Abstract

This paper examines the relationship between the development of advanced technologies and administrative organizations. To understand the situation of advanced technology regulation especially that regarding Artificial Intelligence（AI）, this paper examines the development of regulations related to technological advancement considering the regulatory governance systems of online platform companies such as GAFA. After analyzing the regulatory governance structure（so-called soft-law approach or mixed approach） and discussing the creation of concrete regulations on online platform companies in the EU and in Japan, this paper then examines the problems and issues concerning the creation of administrative organizations and the possibility of their establishment. This paper concludes that the creation of an independent regulatory administrative organization will be necessary with the development of advanced technologies concerning AI and Big Data.
