In the 1970s, public libraries in Japan were promoted to services for people with disabilities. Services for the visually impaired have been started. The purpose of this paper is to reconsider the basics of services for people with disabilities, and to find the problems that are required for services for people with disabilities today, using the face-to-face reading service of Fukuchiyama City Library as an example.I think of Fukuchiyama City Library as a case study method. The Fukuchiyama City Library provides a face-to-face reading service, and a questionnaire survey was conducted on the transliteration volunteers who support the service. The Fukuchiyama City Library has only been open for about five years, and there are still few users using face-to-face reading services. However, there were few users of face-to-face reading service, and I felt uneasy about the lack of experience.In this paper, we considered fukuchiyama City Library, which has been open for about five years, as an example, but I felt that it was necessary to compare public libraries with long experience in services for people with disabilities.
