In post-WWII Japan, the "sogo-bank" category of banks were one of the major lenders to small and medium-sized enterprises (SMEs). The Nihon Sogo-Bank, the single far-largest among them, chose not to specialize in SME lending at large but rather to specialize in middle-standing enterprises (MSEs) bigger than SMEs. In this second part, the author investigates into the "selective-expansion theory" thought out by the best-and-brightest young staff of the bank near the middle of 1960's. The theory was in line with the above-mentioned strategy specializing in MSEs. Looking into the various reports of Japanese governments and academic writings which the bank staff referred to in order to "polish" the "selective-expansion theory," the author finds that the process of thinking out the theory by referring to the reports and writings was never "bias-free." The author then considers the reason of the biases, and puts forward one probable explanation that the bank staff might often had been affected by the status quo of the bank, that is, the "sunk cost" due to its half-completed specialization in MSE lending.
