The term digital literacy is rarely used in Japan. Instead, the terms computer literacy and ICT literacy are often used. In Europe and North America, the term digital literacy is commonly used as a skill for using information devices and the Internet. In the United States, digital literacy support in libraries is part of the national digital inclusion policy. Critical digital literacy has been strongly advocated in the wake of the "fake news" phenomenon. This theoretical trend has been influenced by critical literacy theory and media literacy theory. Digital and media literacy theory is a theory that integrates digital literacy and media literacy. This idea was advanced in theoretical research and practice by Renee Hobbs. In Japan, there is a lack of understanding of guaranteeing digital literacy as a right of citizens. In addition, digital and media literacy education and practice is very important in the era of COVID-19 and needs to be adapted to Japan.
