In this paper, we have specifically examined the flood evacuation plan under the COVID-19 spread, using the new flood evacuation plan in Setagaya Ward as a model. As a result, when evacuating floods accompanied by storms such as typhoons, early issuance of evacuation information should be considered in consideration of not only flood information but also the difficulty of evacuation due to storms. It became clear that evacuation shelters that can accommodate more than the estimated number of evacuees analyzed in this paper should be prepared, taking into consideration the unexpected increase in typhoon intensity due to global warming in the future.
