2014年9月に第2次安倍晋三内閣の組閣人事において,新たに内閣府特命担当大臣として地方創生国家戦略特別区域担当大臣(以下,地方創生大臣)が設けられた。また,具体的な地方創生の基本方針を決めていくため9月3日内閣府に「まち・ひと・しごと創生本部(本部長:内閣総理大臣)」の設置が閣議決定された。そして,11月21日地方創生関連2法案が国会において成立し,今後具体的な施策に取り組まれることとなる。この地方創生関連2法案とは,魅力ある就業機会の創出や,結婚や出産,育児に希望が持てる環境の整備など7項目を地方創生の基本理念として掲げ,地方の人口減少に歯止めをかけ,東京圏への人口の過度な集中を是正することを目的に作られた「まち・ひと・しごと創生法案」と,地域支援策の申請窓口を内閣府に一元化し地域の活性化に意欲的な地方自治体が,財政支援などを受けやすくすることなどが新たに盛り込まれた「改正地域再生法」のことを指す。特に今回,新たに交付された「まち・ひと・しごと創生法案」で,「まち」においては,「国民一人一人が夢や希望を持ち,潤いある豊かな生活を安心して営める地域社会の形成」をめざし,「ひと」においては,「地域社会を担う個性豊かで多様な人材の確保」を,そして「しごと」においては,「地域における魅力ある多様な就業の機会の創出」を理念としている。この「まち・ひと・しごと創生法案」を本稿では,「地方創生法案」として論じ,これからの持続可能な地域社会の形成のための具体的方策を検討したい。地方とは,中央の対義語として用いられ,地方創生法案

This paper explores a concrete method of community developmentin declining rural areas. The purpose of this study is to examine a potencyof public footpath which is introduced explosively nationwide, asa model of community development.This study aims to provide the community building method whichsustainably supports the community, rather than being temporarysupport. The author attempted to redefine the notion‘development'by clarifying whether the public footpath as a community developmentmeans matches well with sustainable development. To add to,the social significance of public footpath was clarified based on understandingof public footpath as a community resource. This study revealsthat public footpath is not only a road which is a part of thetransportation system but also a generator of community space. In orderto have collectiveness in community, the function of road, like thepublic footpath, should be utilized. The author concludes that‘road'like public footpath which connects various community resources is asuggestive hint for exploring community development models aimingat sustainable community development.
