To consider about realization of SDGs at coastal town, this paper focused on the international　environmental certification blue flag. From the activities of NPOs that have been deeply involved in the process of acquiring and maintaining certification and the cases of certified local governments, participation of various "citizens", their organic cooperation, and organizations in other regions that carry out similar activities It became clear that it is necessary to realize SDGs depending on the network. The activities of Blue Flag and the NPO Shonan Vision Research Institute are limited to "seaside" and are not expanding to "realization of SDGs in the town". Regarding this point, it will be necessary to seek a two-sided development by building　cooperation with the actors operating in the city area.
