Abstract
In Japan, coal mines closed in the 1960s due to an energy revolution. Since then, the coal-mine areas have changed in various ways as they struggled to rebuild their towns. Nogata city is a major city within the Chikuho region, which was the center of Japan's coal industry, and played the role of a coal accumulation area and wholesaler by water transportation and railroad. We grasped its demographic change and the establishment of alternative industries, and organized the formation process of its central city area. As a result, it was a different way of formation in each district due to historical background, policies.
