Abstract
In Japan, the becoming decrepit of public housing and the aging of its residents have become problems. First, we examine the operation of public housing in decommissioned coal-mine areas, where a large number of public housing units were supplied after the closure of coal mines. Next, we clarify the relationship between the current status of public housing and various conditions, including location. The public housing in the target area is becoming decrepit rapidly and is estimated to be renewed in the 2020s. The vacancy rate is expected to be adequate or low, which will not lead to a significant reduction in the number. In areas with declining population, young people are expected to move in, and public housing is needed as a foothold for them. However, at present, public housing is only for the elderly. There is a relationship between the high rate of public assistance and the number of young households, and we propose the provision of employment opportunities and job training for them.
