使用済み蛍光管の回収を促す経済的手法の評価  [in Japanese] Evaluation of Economic Instruments to Promote the Collection of Used Fluorescent Tubes  [in Japanese]

使用済み蛍光管の安全かつ有用な処理方法の一つとして, 割らずにリサイクル工場に持ち込むルートの構築がある. これに示唆を与えているものに, 大阪府豊中市においておこなわれた経済的手法を用いた使用済み蛍光管の回収実験がある. 本稿では, この回収実験の仕組みおよび結果について詳細に検討し, 次の示唆を得た. (1)この実験の仕組みは使用済み蛍光管の回収を促す. (2)この実験の仕組みにおける経済的インセンティブへの制約は, 使用済み蛍光管の回収にそれほど悪い影響はない. (3)この実験の仕組みは, 運営費用を下げられる余地があるとともに, 消費者の評価も得られ, 今後, 検討を深めていくべきである.

One of the ways to treat used fluorescent tubes safely and usefully is to construct the route to take them to recycling facilities without breaking them. An experiment on the collection of them, using economic instruments, conducted in Toyonaka, Osaka, has an implication to the construction. In this paper, the experimental results are discussed to derive the following implications. First, the system in the experiment promotes the collection of used fluorescent tubes. Second, restrictions of the economic incentives in the system do not have such a negative effect on the collection of used fluorescent tubes. Third, the system has a possibility to decrease the management cost, and can acquire a good evaluation from consumers; and we should proceed to consider this system more.
