抄録

This piece is the fruit of three-month fieldwork for the Democratic Party mayor candidate of Utunomiya city.<br>According to my observation, I found that the candidate relied on the party and the labor union in building the voting constituency and managing the vote-catching activities because of his paratroop position. But it is worth to pay attention on how the candidate displayed his bureaucrat career to the full on holding symposium as a unique pattern of voting-catching activity.<br>The candidate's campaigns handled by Democratic Party show the character of semi-party centered model with a premise of the union's backing of Democratic Party. And it is due to the fact that the Tochigi Branch of Democratic Party is an organization mainly supported by the labor union. Without the union's supports, Democratic Party (Tochigi Branch) remains nothing but the label.
