In this article, the author deals with the process of relieving the upper house leadership of Japanese Diet in 1971. Yuzo Shigemune, the speaker until 1971, was seen as arrogant and overdone. In contrast, Kenzo Kono, the speaker after 1971, was known as an advocate for the upper house reform. Therefore, many journalists and scholars have argued that this process was a product of Shigemune's haughtiness and Kono's idealism. The author believes, however, it should be understood better as a result of a rational choice made by the Miki faction, a small one in the LDP, to develop the rule for the distribution of Cabinet posts in the upper house. Indeed, in the post-Shigemune era, the distribution pattern has increasingly been subject to the lower house rules: seniority and interfactional balancing. This article's data and analysis sheds new light on the study of Japanese upper house, in which the role of ideas is often overemphasized and empirical works are largely lacked.
