Abstract

This study aims to clear determinants of participation behavior to planning process and regional differences of them. We conducted questionnaire survey in some large cities, local cities and counties. As a result, following findings were suggested. 1) Procedural justice encourages people to participate the planning events. 2) Procedural justice encourages participating more than interest on the planning. 3) Determinants of participation behavior differ by regions. 4) People in local counties value relationship to the local government more than people in large cities, when they think of participation. 5) To improve procedural justice by daily administration act is the most important to increase participation behavior.
