英国における個人対象モビリティ・マネジメントの現状と我が国への政策的含意 The current situation of Personalized Travel Planning for car use reduction in United Kingdom and implications toward Japanese transportation policies

Abstract

欧州諸国を中心に世界各都市で実施されている交通施策モビリティ・マネジメントは, 我が国においてもここ数年で実験的取り組みが急速に増えつつあり, 都市交通問題緩和のための様々な局面で注目されつつある.<BR>本研究では, MM施策を推進している英国の国家プロジェクトSmarter Choices-Changing the Way We Travel- 取り上げ, その中でも個人を対象とした施策Personalized Travel Planning (PTP) をヒアリング調査と文献調査結果より紹介し, 考察した上で, 英国と我が国のMM的施策の経緯をまとめ, 我が国に同様の施策を導入する際の留意点について示唆した.

Since middle of 90's, Mobility Management (MM) has been implemented as a transport measure in western countries such as Europe and Australia. Also in Japan, MM is focused on many cases to ease problems concerning urban transportation such as traffic congestion, air pollution and promotion of public transport.<BR>In this Paper, we introduced the experience of MM project called “Personalized Travel Planning” in UK, as one of the most progressive country of MM policy by interview survey and documents review. We compared background of MM between UK and Japan, and indicated the suggestions toward Japanese transportation policies.
