It is desirable to acquire participations among the various citizens for open space conservation activities. In this study, issues in promoting participation among the young people with open space conservation activities have been captured; and the objective has been set to clarify structure of the issues and priority of solutions for such issues. First, group discussions among the students (n=71) in agricultural faculties were conducted in May, 2012 to uncover participation issues. Next, a paired comparison was conducted with these issues (n=69) to clarify the priority ranking. Lastly, attitude surveys regarding open space conservation activities were conducted among university students in general (n=311) in August, 2012. Participation experiences which are related to the issues and interest in participation have been clarified. Cluster analysis and the DEMATEL method were applied to categorize issues in four groups. The priority ranking to solve issues is as follows: 1) interest in and meaning to participation, 2) location of activity, activity time and costs, 3) personal communication and acquisition of information, and 4) activity environment and physical strength.
