Abstract
The revision of expressway toll system is discussed from the view of economic effect to the local area recently. However, the impact to the traffic flow in the local city should be estimated quantitatively for the proper evaluation of the toll policy. The purpose of the present study is the construction of the integrated traffic equilibrium assignment model for impact analysis of expressway toll policy to local city. In the study, the traffic demand and flow in the urban area of Tokushima and surrounding cities are estimated. Therefore, the demand functions for the traffic flow between the objective area and the outside area are developed. And also, the parameters of the transport modal split models for the trip in the objective area are estimated. These models are integrated to the user equilibrium assignment model with variable demand. Finally, the traffic demand for the typical toll policy can be estimated and the impact to the traffic flow in the objective area can be analyzed with the proposed model.
