Abstract

.Fuchu city (Tokyo) introduced "two-stage consultant and adjustment system" for the large development project on the basis of Machizukuri ordinance. This system implements advice for land transferor (advice for seller) and advice for prospective land transferee (advice for buyer) before land transaction is done. Since this system is conducted with involvement of highly-professional independent organization at the early stage of development process, it is effective for the coexistence of increase of local value and conservation of local environment in land use. In addition, the result of study suggests that this system will become a tool to achieve "decentralized and private-public initiative style common welfare" where creation of value in local space is conducted by private-public initiative.
