Abstract
Due to the large impact of tsunami in 2011 and the steady but slow reconstruction process, it is anticipated that people have to live in temporary housing for a more couple years. Therefore, the life in temporary housing should be safe and stable, and to be delivered, we believe, autonomous system and voluntary actions (VAs) are necessarily established and maintained. In this article, we explored two-fold related to autonomous system and VA. One is that over a half of temporary housing estate has own autonomous system, and each has different autonomy. The other is that VAs are entirely increased within a year, and it is not likely to be related with how the community facility is managed. Instead, autonomous system has a little relationship with it.
