Abstract
Today many foreign people are going to settle in Japan. The purpose of this paper is to review the policy for foreign people of the local government in Japan. In Europe, each country has been accepted immigrants and has discussed about immigration policy whether multiculturalism or assimilation should be adopted. After such discussion, the concept of "Intercultural policy" was proposed. We organized the theory about immigration policy in Europe based on "Intercultural policy" and conducted questionnaire about policy in local governments of Japan to evaluate them and to find the problem. The policies in Japan are substantial in economical-social domain such as social security system or education but are lack of viewpoints in legal-political domain such as organizing community of foreign people as forming subjects to participate in local society and cultural domain such as maintaining their culture.
