Abstract
In this study, we constructed a database of land use in 1985 and 2005 using GIS to understand the transformation from business-use land to underused land in central areas of 37 core cities in 2005. Then, we analyzed the relationship of transformation from business-use land to underused land focusing on the spatial distribution between business-use land with underused land, and outdoor parking lots subsidy programs.<br>Results show that business-use land has decreased in central areas of core cities, and outdoor parking lots have increased. Additionally, we clarified that business-use land which has high convenience of parking lots changes into underused land. Moreover, the rate of lot transformation from business-use land to outdoor parking lots is larger in cities where outdoor parking lots subsidy programs are established than other cities.
