Abstract

 This paper aims to make a statistical analysis on bidding results in projects to which WTO standard type of comprehensive bidding evaluation method is applied by Ministry of Land, Infrastructure, Transport and Tourism so as to verify the situation called "the game where all bidders guess the employer's estimate". Furthermore, this paper also clarifies the reason behind the bidding system which causes such situation considering bidders' behavior. It was confirmed by analytical results that such situation has occurred since 2007. And it was also clarified by the analysis on bidders' behavior in the same repeated games that reasons leading such situation were lower limit price as well as too many bidders and limited scope of technical proposal.
