Development of Operational Manual Database in Integrated Safety Management System

Abstract

In recent years, safety of chemical and nuclear power plant attracts societal interest. In a plant, operators' workload is increasing because of personnel cut and complex structure of plant. Therefore, it is difficult for operators to make a decision in a short time. If an accident or process error occurred, operators use operational manual described in paper to recover to safe state, in spite of there are some difficulties to refer to the manual. It is time-consuming to compare operational manual with alarm and sensor value exhibited in control panel because it is described only in paper. In plant, there is some information such as HAZOP result, maintenance record and trouble data. In the other hand, a large amount of data is not utilized. Then, to support decision making of operators, we propose Integrated Safety Management System (ISMS). It is integrated database of information about safety of plant such as operational manual, HAZOP result, maintenance record and trouble data. After that, ISMS show them to operators. In this study, we developed operational manual database of ISMS. Also we developed retrieval code to make easy to search the relevant data among each database. Integrating operational manual database into ISMS allow us to not only support operation in abnormal state, but also make it possible to refer to the relevant information of other database, such as root cause analysis and development of accident and maintenance record of device due to a variety of failures etc.
