Abstract

Controlling risk by utilizing land use planning – including relocation – has been identified as one of the most promising strategies to mitigate disaster risk within the current “build back better” dialogue. However, there are still few studies on post-disaster community relocation to reduce various risks. This paper focuses on the post-Merapi relocation case in Yogyakarta to examine how community-driven post-disaster rebuilding policy supports relocation after disasters. The study found that the flexible nature of the REKOMPAK program, adopted and upgraded in Indonesia since the 2004 Indian Ocean tsunami, allowed for five relocation land use patterns that were able to maintain traditional community conditions while successfully distancing residential areas from volcanic hazards.
