Abstract

The aim of this study is to clarify the issue of the living environment for the migrants in the city central area, where had been damaged by the earthquake, and accepted about 280,000 volunteers in a year from 2011. We did following survey. First, we recorded the situation of the commercial activity in the city central area throughout 2011-2014. And, we interviewed the 110 volunteers who have continued to live in the city central area. As the result, we found that the civic organization have played the role that were relay the human resource to the city central area. And, it is necessary that the civic organization will promote the communication between the local people and the migrants, or promote the entrepreneurship, or grow the community between the migrants each other.
