Abstract

In the United States, major federal homelessness programs fund local networks of government agencies and service providers and collect data on the homeless population and program outcomes by making data submission a funding requirement. State government is often absent in this system or in any local planning and service delivery efforts, but Washington State is an exception. This article looks at the active and unique role played by the state government of Washington in addressing homelessness and highlights the mechanisms of funding and data collection used strategically by the government. It points out that the state’s data collection system makes the best use of the existing federal data system so that it does not impose additional entry duties to service providers. In doing so, the state government succeeds to collect rigorous data, which in turn enables the government to allocate resources effectively across the state.
