Abstract

Today 25 years have passed from the year when the population of foreign people started to increase. But recently, the population of foreign people is a little decreasing because of global recession. Today is difficult age to make new immigration policy for future. One of the purpose of this paper is reviewing the policy for foreign people in Japanese local government through the comparing with "Intercutural Policy" in Europe because new viewpoint will be needed for today's local government. Another purpose is reviewing the Japanese local policy through the case study in Toyohashi city because local society’s viewpoint will be needed. From the viewpoint of "Intercultural Policy", Japanese local policy is lacking in foreigners' cultural aspect. From the case study, Japanese local policy is not sufficient about the labor policy. So cooperation with national government will be needed because problems about labor are not only local but also national matter.
