Abstract

First, research trend of public trust in European countries in recent years is reviewed. Important findings is that there is no long term decline based upon hard evidence, but rather confusion of the level of discussion (the state level trust and performance and service delivery). The three-level scheme proposed by Bouckaert and Van de Walle is also important to enable us to understand the complex images and notions of trust. <br>  The author and his group conducted survey to the local government employees in 2008. It leads to several important findings; the self-evaluation of being trusted by the residents is positively co-varied with performance of employee's professional knowledge, his/her organization's ability to manage and solve problems. More the positive respondent is for the participation and partnership, higher the degree of the self evaluation of being trusted by residents. With these in mind, it is also important to connect personal level of trust to higher organizational level (e.g. bureau level and entire city hall level).
