Abstract

Purpose: A scale was developed to enable healthcare workers to evaluate themselves through reflection on their own action implementation.
Methods: A self-administered questionnaire comprising 19 items selected from a literature review and discussion among researchers was sent by post to a random sample of 1,615 full-time public health nurses working in health clinics and healthcare centers. Valid responses received from 1,035 people (valid response rate 64.1%) were subjected to analysis.
Results: The results of item analysis and factor analysis obtained a scale with the 2 factors of "action implementation for evaluation" and "evidence-based exploratory action in evaluation methods". The cumulative contribution ratio was 70.5%. For the 18 items overall, Cronbach's alpha coefficient was 0.98, demonstrating significant correlation as a scale meeting standards (p< .01). In terms of scores, respondents who had completed graduate school had the highest scores, and higher scores were correlated with a greater number of years of experience.
Conclusion: Although construct validity was not confirmed by one of two methods, the scale can be said to have acceptable reliability and validity.
