Abstract

<p> 本稿は,主に計量テキスト分析の手法によって,戦後国会の「日本語教育」言及会議における論点を調査し,また,そこで「日本語教育」に言及した人々(アクター)が誰であったのかを調べた結果を記したものである。調査の結果,アクターが文部省関係者を中心としていたことや,時期によって「日本語教育」言及会議数には大きな増減があったこと,また全時期の議論にほぼ通底する使用語彙と,各時期を特徴づける独特の語彙の存在が明らかになった。さらに「日本語教育」言及会議数急増期については,該当時期に特徴的な語を析出し,その特徴的な語と語の関係についてまとめた。</p>

<p>This paper reports on major issues in the discussion in the National Diet concerning Teaching Japanese as a Foreign Language, as well as major actors who participated in these discussions between 1947 and 2010. The broad overview is given by quantitative analysis.</p><p>More than half of the major actors were high-ranking officials in the Ministry of Education, Science and Culture/Ministry of Education, Culture, Sports, Science and Technology (<i>Monbu shō</i>/<i>Monbu Kagaku Shō</i>). Although the frequency of meetings mentioning Teaching Japanese as a Foreign Language would rise and fall periodically, there were certain common terms used during the whole time. On the other hand, certain other terms characterized each period.</p><p>A network diagram of characteristic terms also is shown in this report for 1965, 1970, 1977, 1985, 1988, 2000, 2002 and 2008, in which the frequency of meetings mentioning Teaching Japanese as a Foreign Language rose considerably.</p>
