Abstract
The purpose of this paper is to explore the Foreign Market Entry (FME) process of Japanese SMEs from the viewpoints of social capital. Especially, we focus on the roles of public institutes for the FME of Japanese SMEs. Based on our case study with some of entrepreneurial theories, it is shown that SME with high Entrepreneurial Orientation (EO) could acquire more resource as social capital embedded the social network with public institute because they could receive emotional support. Additionally, they could utilize the public institute as the brokerage to attend the international trade exhibition, and obtain the “efficacy” for FME.
