Abstract
Decentralization within cities are increasingly introduced because repeated mergers enlarge the scale of municipalities. The "decentralization within cities" means municipal governments entrust its authority to smaller organizations established in its divided areas. Especially, in relation to decentralization to local residents, councils for resident self-governance often become its receiver, and they are expected to play a central role in consolidating various opinions of citizens from a stage of city planning. This paper first touches on the categories of councils for resident self-governance classified by legal grounds and analyzes the state of decentralization within cities based on a questionnaire survey. Then, by examining attempts of Toyota City, Izumo City, Tochigi City and Musashino City, it reveals the significance and issues in the decentralization within cities in the field of city planning.
