The "decentralization within cities" means municipal governments entrust its authority to smaller organizations established in its divided areas. Especially, in relation to decentralization to local residents, councils for resident self-governance often become its receiver, and they are expected to play a central role in consolidating various opinions of citizens from a stage of city planning. Then, by examining attempts of Toyota City, Izumo City, Tochigi City and Musashino City, it reveals the significance and issues in the decentralization within cities in the field of city planning.
