Abstract
In Kamaishi and Otsuchi, the municipalities and the agency built the temporary business facilities (e.g. stores, factories and offices) after the Great East Japan Earthquake. By the interviews to the municipalities and business owners, we show that those facilities relax spatial and financial restrictions especially for small business owners to resume and continue their business. Most of them improve working environment or change their businesses. Each business needs different specs and periods of use. The municipalities took the lead in building them and could consider several conditions of needs such as appropriate locations. The aim of this project is to support disaster business people towards permanent buildings. However, provision of the temporary places for business is important in itself.
