Abstract

<p>我が国においては循環型社会元年と呼ばれる2000年前後から,資源循環に関する法整備が着実に進んできた.その結果,目標として設定されたいくつかの指標についても前倒しで達成されるなど一定の成果が出ている.近年,欧州連合(European Union:EU)がResource EffciecyまたはCircuar Economyの名のもとに新たな資源循環政策を推進している.本稿ではこれらの政策を概観するとともに,我が国の資源循環政策への示唆を検討する.</p>

<p>In Japan, there has been steady progress in the legal framework for resource recycling since around 2000, which is considered the start of the sound material-cycle society. As a result, there have been some positive results, which include achievement ahead of schedule of a number of the indicators that were established as targets. In recent years, the EU has been promoting new government policies on resource recycling under the name of resource efficiency or the circular economy. This paper provides an overview of these policies in addition to considering the implications for government policies on resource recycling in Japan.</p>
