Abstract
<p>This article aims at illuminating the status of gender and diversity mainstreaming of municipal disaster preparedness policies at the community level in light of the Great East Japan Earthquake and Tsunami. Thirty activities by municipalities were analyzed. Major activities for this purpose were identified i.e. empowering female community disaster managers and jishubosaisoshikis (community-based organizations for disaster management), and factors to promote them were identified. They are 1) positioning jishubosaisoshikis so they can be an active agent of gender and diversity mainstreaming, 2) continuing support for female community disaster managers, 3) building collaborations among disaster prevention, gender equality and various other sectors at the local level.</p>
