Abstract
In 2015, the government of New York City adopted the Public Realm Improvement Bonus (PRIB), which integrated segmentalized zoning bonus systems, in Midtown East. This zoning bonus has been established for the purposes of mitigating the applied conditions of zoning bonus systems, diversifying and expanding public contributions and increasing bonus in exchange for public contributions. At the same year, One Vanderbilt, which was the first real estate development project using PRIB, was proposed. The project offered public contributions of $2.1 billion to improve the public transportation and pedestrian network systems. However, it did not acquire the transferable development rights of historical buildings owned by others. Therefore, it triggered the controversy of which should be taken in priority, the improvement of public realm or the preservation of historical buildings.
