Abstract
This paper analyzes an applicability of Strategic Environmental Assessment (SEA) to urban planning in Japan, through the study of the development process of European environmental policies and SEA.. First, the EU environmental policies are reviewed on time-series basis. Secondly, actual application of SEA in European countries is analyzed from the viewpoints of integration of environmental assessment with socioeconomic contents. Thirdly, the applicability of SEA to Japanese urban planning system is discussed. The key factors in applying the SEA to urban planning were identified as those that the social and economic objectives, for which urban plan is formed, should be clearly defined, and that the SEA should be integrated into planning process rather than independently assessed.
