Abstract
<p>Rural-educational-homestay is increasing in Japan. At the beginning of this movement, local governments performed the function of tour-operator. But, after some years, there is now a need for independent tour-operators because at larger business volumes you need to be able to pay salaries to employees. Recently, the business volume of some operators seems to have peaked. In this study, the current situation regarding these efforts was investigated using data from all 47 prefectures in Japan and the minimum and maximum numbers of visitors was discussed for tour-operators considering local conditions and the type of relationship between guests and hosts.</p>
