Abstract

In many European and North American countries, strategic environmental assessment (SEA) on land use plan is already implemented. This paper focuses on SEA on land use plan in England and tries to find the effects and significance of SEA through the case study of LDF of London Borough of Hillingdon. From the case study, it was found that not only SEA but also other factors affected the decision making of the plan and SEA especially affected on deciding the location and size of development. Thorough decision making about location of development is sometimes controversial, SEA is supposed to help decision making by showing sustainability of each options and ways of mitigation.
