Abstract

This Study focuses on Ordinance 3411 for limited Development Permit for own private dwelling. We clarify the following in case study on Utsunomiya City. 1) This city enacted Ordinance 3411 for limited Development Permit for own private dwelling. The Ordinance was enacted for the purpose of controlling influence of landuse deregulation in Urbanization Control Area. However, the Ordinance has permitted development of actual residential land sale. 2) Most of residents in the development site have been moved from Urbanization Promotion Area. 3) There are many vacant houses and underused lands in Urbanization Promotion Area. Under the situation, the Ordinance 3411 is not appropriate in Policy for Compact City.
