Abstract
Current situation of ship mooring is analyzed with the nationwide questionnaire and field survey. It is found that proposed countermeasures have not been in practical use for two decades because of the finalcial deficit nowadays, etc. In one of the Japanese ports, it is shown that reducing wave height inside harbor do not necessarily substantialize low long-period waves. The emergency safety system is newly shown as the combination of wave forecasting with improved mooring system, to prevent danger situations and additional costs. The methodology is considered from viewpoint of cost-effectiveness.
