Abstract
<p>Japanese irrigation systems should be reformed along agricultural transition and rural structural change. An application of the service science framework to irrigation management could be considered. From this perspective, we would examine the 2nd Phase Project in Aichi-Irrigation Project, where irrigation canals were renovated for introducing on-demand water management. Our testable hypothesis is that water-intake stabilization effect could be proved by the increase in water-intake volume per area after the Project. Results of DID estimation are consistent with the hypothesis. Thus, we conclude that Aichi-Irrigation’s 2nd Phase Project improved the irrigation services to rise farmers’ satisfaction through the stabilization of water.</p>
