Abstract

平成27年9月関東・東北豪雨災害により,茨城県常総市では市の面積のおよそ三分の一が浸水し,避難の遅れや孤立が発生した.これを踏まえ,逃げ遅れゼロを目指して,住民一人ひとりが自分自身の家族構成や生活環境に合った避難に必要な情報・判断・行動を把握し,自分の逃げ方を手に入れるためのマイ・タイムラインの検討手法を開発した.開発に当たっては,のべ165人の常総市住民の参加を得てマイ・タイムラインを検討しており,参加住民のアンケート結果等から,検討の過程で水害リスクに関する知識と心構えが共有され,避難等の危機管理に関する住民自身の具体的な防災行動が事前に整理され,備えられることが示された.

 One third of the area of Joso City suffered flooding due to the Kanto-Tohoku torrential rain. Numerous delays and isolation of evacuation occurred in the flood. We developed a planning process of My-TimeLine with the aim of allowing each resident to grasp information, judgments and actions necessary for evacuation and to have suitable evacuation methods. When developing the methods, in cooperation with 165 Joso-City residents at the committees, we created My-TimeLine through a social experiment. From the questionnaire response results of the residents, the knowledge and preparation of flood risk were shared by the residents during the consideration process of the My-TimeLine. In conclusion, we showed that residents themselves could organize and prepare in advance the actions for disaster prevention such as evacuation.
