Abstract

本研究では,2017年7月に発生した九州北部豪雨における洪水氾濫被害と避難行動を検討するために,現地調査やデータ解析,複数の数値シミュレーションを行った.主な研究対象は中小河川(妙見川・奈良ヶ谷川・北川・赤谷川等)である.この結果,人的被害としては被災時に自宅にとどまり,その家屋も流失したケースが7割以上を占め,より安全な場所への水平避難の重要性が示唆された.今次豪雨の予測雨量は実測値よりも過小であり,予測雨量を用いると河川流量や氾濫発生の有無にまで大きく影響することが実証的に示された.避難行動開始のタイミングを気象情報や河川水位との関係で整理した結果,特に安価で分かりやすい水位観測所整備の重要性が示唆された.

 In this study, we investigated flood disaster and evacuation behavior in Asakura city, Fukuoka prefecture due to 2017 northern Kyushu flood. We conducted field surveys for house damage and flood process in Akatani, Kita, Naragaya and Myoken River-basin which huge disaster was found in this flood.We also examined human damage in this site through literature search and interview with residents. The results showed that most of dead stayed in the homes and most of their home were damaged due to this disaster, showing the importance of horizontal evacuation. It is noted that predicted hourly precipitation by weather forecast system of JMA was lower than the measured precipitation in this flood. We also summarized the relation between weather warn-ing and flood conditions in several flood disasters.
