Abstract

<p>アマルティア・センは,人が所有する財とその特性を用いて人は何をなしえるか,つまり「機能」を考察しなければ,「福祉」を評価することはできないと主張する.地域交通を評価するときも,そのシステムの「機能」と「機会」をセットで考える「潜在能力アプローチ」が必要である.例えば,立派な自動車道路があっても,高齢者,病人,自動車を保有しない人,運転免許を持たない人たちの幸福度あるいは福祉に及ぼすその効果はゼロに近い.本稿では,アマルティァ・センの「潜在能力」アプローチを反映させるように,住民諸活動満足度調査結果に基づき,住民の幸福の視点から地域交通システムを評価する試みを行う.</p>

<p>Amartya Sen emphasizes that it is impossible to evaluate the well-being of the person without knowing what the person can do with the commodities and characteristics at his or her command, namely functionings of the person. The capability approach in which a combination of functionings and opportunities determines individual capabilities is urgently required as well in evaluating regional transportation system. For instance, construction of even magnificent highway in a region has a small or almost nil effect on the well-being or happiness of a resident if he or she is aged, ill, has no car , or no driver's license. Resorting to Survey of satisfaction-with- activities of residents, this paper intends to evaluate regional transportation system from the viewpoint of resident's happiness by the Sen's capability approach.</p>
