Abstract

<p>本稿では,内閣総理大臣が主導する諮問機関の役割について考察する。かねてより総理府には数多くの諮問機関が設置されてきたが,総理の交代にかかわらず関係省庁の官僚主導で運営されてきたものが多かった。本稿では,総理が国会演説で言及し,専門事務局を有するものを特に「総理主導の諮問機関」と定義し,総理や官邸がその設置や運営に主体的に関与することにより,特に1990年代後半以降,「政策実現」や「政権維持」の手段として活用するようになったことを主張する。さらに森内閣のIT戦略会議を取り上げ,その政策過程を分析することを通して,これらの点を具体的に検証する。</p>

<p>This paper analyzes the roles of advisory councils led by Prime Ministers. There had been many advisory councils established in the Prime Minister's Office, but many of them were continuously managed at the discretion of bureaucrats regardless of the change of Prime Ministers in Japan. The author defines "Advisory Councils led by Prime Ministers" by their being mentioned in the Prime Ministers' speeches at Diet and by their being equipped with their own secretariats, and hypothesizes that such councils have been frequently utilized since the middle of 1990s as a means for Prime Minister to take stronger leadership in policy making against bureaucrats and to obtain support directly from the people in general. This hypothesis is duly confirmed in the case of the IT Strategy Council in the Mori Cabinet.</p>
